Narrative:
I departed rir to the north beneath the ont class C airspace. Turning westward; north of ont at 2000 ft MSL; I failed to note the residences and neighborhoods on the rising terrain in the foothills and may have been less than 1000 ft AGL. In future; I would review flight plan more accurately for pitfalls in what I believe to be familiar airspace.
