Narrative:

Was working 91/65 combined. Had previously had a few aircraft going southbound to mexico. One requested to deviate due to building weather around vylla. Sector 46 had called to request fuzzy/ruby airspace AOB450 and I approved it. I did not have any traffic that I saw at that time coming from; or going to mexico. Mazatlan called and said that aircraft X was needing to deviate to the west of vylla due to weather. I told them that I was unable a deviation to the west due to military airspace that was active. That's when the mazatlan controller replied 'I understand deviation is approved.' I said no and that if the aircraft wanted to deviate; he would have to turn the aircraft around and make them go to the east of vylla. (R2303 to the east of vylla was also active; but we have a direct line to libby to which we are able to coordinate a point out with them and have the aircraft go through that airspace.) it seemed as if the mazatlan controller finally understood and I gave my initials and hung up. Not even a minute later; aircraft X checked on frequency deviating to the west of vylla. Mazatlan did nothing they were told to do; and totally disregarded the unable I had just given them for a west deviation. I asked sector 46 if they could call their aircraft in fuzzy/ruby airspace on guard and see if they could cap them. The controller on 46 was reluctant at first because they seemed more interested in me 'punishing' mazatlan by spinning an aircraft in their airspace to avoid going in to the active airspace. The 46 controller finally attempted to call the aircraft on guard; but there was an issue with static on guard. By this time aircraft X had slightly deviated in to the active airspace. Aircraft Y had called and was also deviating to the west and I had asked the pilot if they could deviate to the east and they said it would have to be an immediate 90 degree turn to the right and that it was becoming too late for that to happen so I just let the aircraft continue on their deviation to the west. By this time; the aircraft working in the active airspace had called and was exiting the fuzzy/ruby airspace. This is something that happens every single weather season; or time there is weather around vylla. Mazatlan center completely disregards [any] sort of control instructions we give them; or disregards [and] unable. On more than one occasion; aircraft have deviated [into] the military airspace west of vylla; that is why we had a dial line put in to snake eyes so we could call the with an 'advisory' when an aircraft was going to be deviating in to the sells MOA/atcaa because mazatlan disregards any sort of restriction we give them. I.e. Deviations no further west than 25 of vylla. This is probably gonna continue to happen because mazatlan controllers don't seem to care what control instructions we give them; they just simply ship the aircraft to our frequency in a 'you deal with it' mindset; and I don't think that can be changed.

Title: ZAB Center Controller denied a turn to the west due to weather and Special Use Airspace. Transferring foreign Controller shipped aircraft deviating to the west. Reporter stated this type of issue happens with this foreign Center whenever weather is an issue.
