Narrative:

On nanci two arrival to lga, the controller cleared flight to 17,000 upon passing dupont VOR, then further cleared the flight to 16,000 with a restriction of 30 DME northeast of dupont VOR. This clearance was met and we were handed off to the next controller. The new controller questioned our altitude and asked if we were cleared to a lower altitude. He then cleared us to descend to 11,000 with no speed restriction and we crossed 11,000 at approximately 10 DME southeast of yardley at 11,000. The above confusion could have been averted if the ATC was adequately staffed and trained as well as newer equipment was installed in this high density area.

Narrative: ON NANCI TWO ARR TO LGA, THE CTLR CLRED FLT TO 17,000 UPON PASSING DUPONT VOR, THEN FURTHER CLRED THE FLT TO 16,000 WITH A RESTRICTION OF 30 DME NE OF DUPONT VOR. THIS CLRNC WAS MET AND WE WERE HANDED OFF TO THE NEXT CTLR. THE NEW CTLR QUESTIONED OUR ALT AND ASKED IF WE WERE CLRED TO A LOWER ALT. HE THEN CLRED US TO DSND TO 11,000 WITH NO SPEED RESTRICTION AND WE CROSSED 11,000 AT APPROX 10 DME SE OF YARDLEY AT 11,000. THE ABOVE CONFUSION COULD HAVE BEEN AVERTED IF THE ATC WAS ADEQUATELY STAFFED AND TRAINED AS WELL AS NEWER EQUIPMENT WAS INSTALLED IN THIS HIGH DENSITY AREA.
