Narrative:
En route on vectors from ind to cmh at 19,000. ZOB issued clearance to cross 35 mi west of appleton VOR at 11,000, 250 KTS, giving us approximately 15-20 mi to lose 8000 and reduce airspeed by 70 KTS, with a tailwind of approximately 50-60 KTS and ground speed of over 500 KTS. Advised center would be unable to make restriction and asked which center preferred first altitude or airspeed. Cle responded altitude and for us to do the best we can. Flight managed to cross 30 mi west at 250 KTS and 11,000 using speed brakes and high rate of descent. During descent ZOB told us to contact cmh approach, at which time cmh issued further descent with vector and speed reduction to 210 KTS. At this time I called for flaps 11 degree, subsequently getting spoiler warning due to the flap/spoiler in use restriction. Retracted spoilers, vectored for and given approach. FAA check airman on flight giving line check made no adverse comments except bring attention to flap/spoiler restriction. Supplemental information from acn 136858: first, we did not meet the altitude/airspeed restriction. We should have realized how close to cmh we were, asked for lower altitude, and started an airspeed reduction. ATC, who was busy at the time, should have started us down earlier. In trying to comply with the approach controller's instructions to turn, slow down, and descend, we momentarily configured the aircraft improperly. I should have checked the position of the speed brake lever before deploying the flaps.

IN TRYING TO COMPLY WITH THE APCH CTLR'S INSTRUCTIONS TO TURN, SLOW DOWN, AND DSND, WE MOMENTARILY CONFIGURED THE ACFT IMPROPERLY. I SHOULD HAVE CHECKED THE POSITION OF THE SPEED BRAKE LEVER BEFORE DEPLOYING THE FLAPS.
