Narrative:
During the takeoff roll after the power was set the captain took the throttles. The engine was surging and RPM fluxing by 200 RPM and the decision to abort was made by the captain prior to 80 KTS. Captain took control of aircraft and exited runway and returned to terminal. [Maintenance] was alerted of event; flight delayed.

Title: Cessna 402 crew reported a rejected takeoff because the engine surged with fluctuating RPM during the takeoff roll.
