Narrative:

I was working csg TRACON west sector. I accepted a handoff from the east sector on air carrier X climbing to 6000'. The altitude he was climbing to was coordinated verbally, marked on the flight progress strip and in the data block on his radar tag. He was filed for 11000' and I was not given a reason for the assignment of 6000' but I observed opposite direction traffic at 7000'. When he was clear of the 7000' traffic, I cleared him to climb and maintain 10000'. A min later the east controller called me and advised that the aircraft was my control for climb. It was not until this point that I realized that I had taken a control action on the aircraft before it had entered my airspace and that I had not been given control of the aircraft before doing so.

Title: CTLR CLEARED ACR X TO CLIMB BEFORE ENTERING HIS ASSIGNED AIRSPACE. OPDEV.

Narrative: I WAS WORKING CSG TRACON W SECTOR. I ACCEPTED A HDOF FROM THE E SECTOR ON ACR X CLBING TO 6000'. THE ALT HE WAS CLBING TO WAS COORDINATED VERBALLY, MARKED ON THE FLT PROGRESS STRIP AND IN THE DATA BLOCK ON HIS RADAR TAG. HE WAS FILED FOR 11000' AND I WAS NOT GIVEN A REASON FOR THE ASSIGNMENT OF 6000' BUT I OBSERVED OPPOSITE DIRECTION TFC AT 7000'. WHEN HE WAS CLR OF THE 7000' TFC, I CLRED HIM TO CLB AND MAINTAIN 10000'. A MIN LATER THE E CTLR CALLED ME AND ADVISED THAT THE ACFT WAS MY CTL FOR CLB. IT WAS NOT UNTIL THIS POINT THAT I REALIZED THAT I HAD TAKEN A CTL ACTION ON THE ACFT BEFORE IT HAD ENTERED MY AIRSPACE AND THAT I HAD NOT BEEN GIVEN CTL OF THE ACFT BEFORE DOING SO.
