Narrative:
I was cleared for takeoff on runway 3L. As I was turning onto 3L; tower changed instructions and instructed me to cross 3L and hold short of 3R; so I had to back track. Tower cleared a cessna for a VFR departure to the northeast on 3L and cleared me for a VFR departure to the north on 3R. On the takeoff roll; tower advised me that the cessna would be turning right and I acknowledged. At 200 ft AGL; the cessna began its turn to the right into my path. I descended rapidly to avoid an imminent collision.we did a descent; but the tower was not paying attention and did not notice the imminent conflict. In the future; tower should be more cautious to avoid clearing aircraft for takeoff in which aircraft will cross path to turn to their respective departure directions. Additionally; extra care should be required since the runways at pdk are less than 600 ft apart.
