Narrative:

As we were on the initial climb out of roc; we were given the XEROX3 departure and were on vectors to airco coming through 9;000 feet with our initial altitude being 10;000 feet. The TCAS was deferred on this plane. Suddenly; ATC gave us an instruction to turn immediately to heading to 360 and gave another aircraft an instruction to descend to 8;000 feet immediately. He then repeated the instruction at least two more times for the descent and gave the instruction with increasing tone as though we were very close to each other.we had no TCAS and the captain who was pilot flying turned off the autopilot and quickly increased the bank angle to about 45 degrees (we did get a bank angle aural warning) as the tone of the controllers voice made it sound as though we were close to a near midair collision. After about 30 seconds he re-cleared us direct to airco and told to contact cleveland center. We were in the process of leveling out at 10;000 feet when this all occurred; and we did not see an altitude deviation; but were more focused on the turn to make sure there was no near midair collision.
