Narrative:
I accepted the handoff on aircraft X. I descended the aircraft to 13;000 feet and then advised him that 13;000 feet was as low as I could take him IFR until he got to the airport. I became occupied with other things in the sector and then during my scan I noticed aircraft X level at 12;000 feet in a 12;900 minimum IFR altitude area. I asked the aircraft what his altitude was to which he responded 12;000 feet. I issued a low altitude alert to the aircraft to which he responded with a climb back up to 13;000 feet. The pilot then told me that he thought he was cleared for a visual approach. I asked him if he had the field in sight. He responded with a 'negative'. I told him I could not clear him for a visual approach without having the field in sight.the MSAW alert didn't go off because the aircraft was within 25 miles of the destination airport.
