Narrative:
Incident occurred on scheduled flight with two crewmembers and 4 passengers. After picking up our clearance from ground control; we taxied as assigned from the terminal to runway. Part way through the left turn the aircraft started to move straight; even with full left deflection on the rudder pedals. While attempting to use left brake to assist in the turn; it became apparent aircraft was about to go off the taxiway. Mixtures were immediately pulled to idle cut-off; however the time taken for the action was insufficient. Nose wheel and right main wheel rolled into the grass. Ground control was immediately notified and airport services were sent to the aircraft. Passengers and baggage were disembarked and brought back to the terminal via airport services.reported weather at the time of occurrence was winds from 300 degrees at 6 knots; visibility 10 miles; clear skies below 12;000 feet; and temperature at 31 degrees celsius.

Title: C402C Captain reported taxiing from the ramp toward the taxiway with full left rudder and left brake assist; but the aircraft continued straight. Unable to turn the aircraft; the Captain unsuccessfully applied brakes then secured both engines as the aircraft nose wheel and right tire exited the taxiway.
