Narrative:
Sector 18 gave a shortcut to aircraft X en route to atl while atl was metering. Aircraft X was on the SID which routes departures via [route X]. The shortcut issued which reduces average flight time by one minute. This is in violation of the jo 7110.65W 4-4-6a1 which states unless operational necessity dictates; do not issue a routing clearance that will take an aircraft off of its flight plan route if the aircraft is part of a known traffic management initiative. Metering is a known traffic management initiative to area 7. This restriction is often disregarded by area 7 controllers. This shortcut often results in added workload to sector 82 to issue delay vectors to comply with metering requirements. [This amended route] also puts ZZZ departure traffic in conflict with bna departure traffic.
