Narrative:
ZJX called with a 'heads up'. 'I can't take but a couple of more aircraft'; 'ZDC has shut us off and we are near capacity'! Minutes later ZJX called and said 'that's the last one I can take'; 'you have to hold the rest'! I began putting numerous aircraft into a no notice hold. This lasted nearly 1 hour. Aircraft then began to divert due to fuel consumption.I was asked numerous times by the aircraft that were holding 'what's the problem'? The only thing I could tell them is what ZJX told me; 'ZDC isn't accepting any traffic then forcing ZJX to deny any further traffic'. Aircraft that had departed from central and south america destined for the northern us and canada were forced to divert to nearby airports. This event was a complete system breakdown that resulted in an unsafe environment.

Title: A Center controller reported being unexpectedly notified by the adjacent Center sector that they would no longer accept any traffic. The Controller had to hold all traffic and felt this caused an unsafe environment.
