Narrative:
Encountered elevator flutter once passing 260 knots in climb. Flutter continued with increase in airspeed. We leveled off at FL250 at approximately 290 knots. Flew the airplane with auto pilots on and off; tried all three auto pilots; extended speed brakes to see if any change. No help. Slowed aircraft back to 260 knots where flutter was less pronounced. Solicited opinion and options from my first officer. For safety of flight; decided to return to [departure airport] to have aircraft inspected.
