Narrative:
I was training a student in pre-solo operations. I was demonstrating a power off emergency approach. The approach was too long and we touched down too late on the runway. I started to apply brakes but the brakes were locking up and were not effective. At that point; I tried to go around but I could not get enough airspeed and altitude and struck the airport perimeter fence and stopped on [a] road. There were no injuries to myself or the student. In retrospect; I should have continued to brake. I may have gone off the end of the runway but we would have stopped before hitting the fence. Also; I should have initiated a go-around sooner. I have many years of instructor experience and I should have been able to handle this situation successfully.

Title: C172 instructor pilot reported striking the airport perimeter fence during a late go-around attempt following a long landing.
