Narrative:
Fuel truck drivers are leaving fuel carts 100% full; which causes them to drip. The drivers are placing a drip buckets to catch the fuel; but are leaving the buckets under fuel carts unattended; which are overflowing onto the ramp! Not only do we now have a fuel spill; but a full bucket of jet fuel open and exposed on the ramp!
