Narrative:
The aircraft inbound requested close traffic and was cleared for touch and go's on runway 16, right traffic. Moments later the pilot request left traffic for runway 22, however local and ground control positions were combined and part of the request was not received--the part stating the runway change to 22. The pilot started a left turn off runway 16, and since there was no traffic factors at that time, was cleared for touch and go's. Other traffic called ready on runway 22 and was taxied into position to hold. Meanwhile visibility contact was lost with the aircraft in the pattern and his position was requested. It turned out the aircraft was overlying the runway 22 just as the other traffic was taxiing onto the runway. There were no reports nor any incidents, however the problem was a broken window on the northeast side of the tower cabin attendant that was fogged and restricting visibility. The broken window restricts visibility for at least 2 mi on the final approach to runway 22. This problem needs to be corrected immediately to avoid a problem in the future. The window has been broken and fogging over 2 months.

Title: BROKEN WINDOW IN TWR CABIN RESTRICTS VISIBILITY TO THE NORTHEAST ON THE RWY 22 FINAL APCH COURSE.
Narrative: THE ACFT INBND REQUESTED CLOSE TFC AND WAS CLRED FOR TOUCH AND GO'S ON RWY 16, RIGHT TFC. MOMENTS LATER THE PLT REQUEST LEFT TFC FOR RWY 22, HOWEVER LCL AND GND CTL POSITIONS WERE COMBINED AND PART OF THE REQUEST WAS NOT RECEIVED--THE PART STATING THE RWY CHANGE TO 22. THE PLT STARTED A LEFT TURN OFF RWY 16, AND SINCE THERE WAS NO TFC FACTORS AT THAT TIME, WAS CLRED FOR TOUCH AND GO'S. OTHER TFC CALLED READY ON RWY 22 AND WAS TAXIED INTO POS TO HOLD. MEANWHILE VIS CONTACT WAS LOST WITH THE ACFT IN THE PATTERN AND HIS POS WAS REQUESTED. IT TURNED OUT THE ACFT WAS OVERLYING THE RWY 22 JUST AS THE OTHER TFC WAS TAXIING ONTO THE RWY. THERE WERE NO RPTS NOR ANY INCIDENTS, HOWEVER THE PROB WAS A BROKEN WINDOW ON THE NE SIDE OF THE TWR CAB THAT WAS FOGGED AND RESTRICTING VISIBILITY. THE BROKEN WINDOW RESTRICTS VISIBILITY FOR AT LEAST 2 MI ON THE FINAL APCH TO RWY 22. THIS PROB NEEDS TO BE CORRECTED IMMEDIATELY TO AVOID A PROB IN THE FUTURE. THE WINDOW HAS BEEN BROKEN AND FOGGING OVER 2 MONTHS.
