Narrative:
Reporter was pilot monitoring. Our aircraft was cleared for ILS 16R at vny; day VMC cavok conditions were present. Our aircraft captured localizer and glideslope and began descending. At approximately 4;000 feet MSL between jinat and furry I noticed a climbing TCAS target to our aircraft's left front approximately 700 below and crossing left to right (west northwest heading) on the navigation display and informed pilot flying (PF). Several seconds later we were given a traffic call from the tower. I visually picked up the traffic and recommended the PF level off. Several seconds later we then received a TCAS RA to climb which the PF initiated and informed tower. The conflicting aircraft appeared to level off; we cleared traffic from above and then resumed our approach and landing. The other aircraft was a single engine [high wing] that was not talking to ATC. We cleared the conflicting aircraft by approximately 200 feet vertical.
