Narrative:
Aircraft X wanted to deviate west of some weather. I cleared aircraft Y to descend to 8000 feet to make room for aircraft X to deviate. Aircraft X took the clearance to 8000 feet as well as aircraft Y.I've told [multiple] airlines of the dangers of similar sounding call signs. Yet they all still file the same flight numbers. This was clearly a pilot deviation by aircraft X.
