Narrative:
Aircraft removal from long term storage to heavy check. Preflight/ferry permit contained MEL 27-65-xx ob grnd splrs. The left-ob (outboard) spoiler was acting very erratic. With the assistance of maintenance and the fleet manager on the property I was satisfied with the MEL/ferry permit.takeoff roll (approximately 110 kts) we received a master warning-config spoilers. Due to the erratic history of the spoilers; we aborted the takeoff. During the abort; the right main (inner tire only) blew. We were assisted by company personnel and crash fire rescue equipment on the property. After the abort we taxied the aircraft back to parking.

Title: CRJ200 Captain reported accepting an aircraft from long term storage for ferry to a maintenance base with a spoiler MEL. On the takeoff roll; the crew received a Master Warning-Config Spoilers and the Captain rejected at 110 knots. During the reject a right main tire failed.
