Narrative:

En route ogg to hnl, first officer's flight director indicator and associated captain's course indicator flags appeared in climb. Trying to correct situation, inadvertently slowed rate of climb between 13000' and 14000'. Center called and alerted crew to slow climb rate, at which time climb was expedited to 14000'. There was opposite direction traffic at 13000'. However, there was 1000' separation by the time the 2 aircraft reached the same location. Suggestions: reconsider (ZHN) routing maui arrival traffic from honolulu away from lny where the conflict occurred. This has become an extremely hazardous traffic area since routings were changed in 1989. Most traffic east of honolulu is now routed near lny and the potential for conflict is extremely great.

Title: ACR'S UNEXPECTED SLOW RATE OF CLIMB CREATES A POTENTIAL CONFLICT AND LOSS OF SEPARATION FOR THE ARTCC RADAR CTLR.

Narrative: ENRTE OGG TO HNL, F/O'S FLT DIRECTOR INDICATOR AND ASSOCIATED CAPT'S COURSE INDICATOR FLAGS APPEARED IN CLIMB. TRYING TO CORRECT SITUATION, INADVERTENTLY SLOWED RATE OF CLIMB BETWEEN 13000' AND 14000'. CENTER CALLED AND ALERTED CREW TO SLOW CLIMB RATE, AT WHICH TIME CLIMB WAS EXPEDITED TO 14000'. THERE WAS OPPOSITE DIRECTION TFC AT 13000'. HOWEVER, THERE WAS 1000' SEPARATION BY THE TIME THE 2 ACFT REACHED THE SAME LOCATION. SUGGESTIONS: RECONSIDER (ZHN) ROUTING MAUI ARR TFC FROM HONOLULU AWAY FROM LNY WHERE THE CONFLICT OCCURRED. THIS HAS BECOME AN EXTREMELY HAZARDOUS TFC AREA SINCE ROUTINGS WERE CHANGED IN 1989. MOST TFC E OF HONOLULU IS NOW ROUTED NEAR LNY AND THE POTENTIAL FOR CONFLICT IS EXTREMELY GREAT.
