Narrative:
Aircraft X was approved with svzm center over milok at 36;000 feet requesting 37;000 feet. Aircraft X had traffic crossing on radar at 37;000 feet. Aircraft X passed milok reported at 37;000 feet. The other aircraft was vectored around the aircraft X both at 37;000 feet.I don't know what recommendation I can make to make a facility that has low standards and doesn't follow procedures. They are not professional. We need to be constantly aware of what they are doing and create an extra buffer or margin of error because they are not accurate with the information they give to us and it seems like normal that they don't revise times or altitudes. We see them as a facility with really low standards. They can barely speak english and rarely follow procedures. Sometimes we don't know if they know the procedures. We are aware of how they work. Basically we try to make damage control and hope nothing happens because every day this is happening; but it seems so normal that is not reported.

Title: ZSU controller reported coordinating with an adjacent foreign facility to receive an aircraft at 36;000 feet. The aircraft checked on with the controller at 37;000 feet. The Controller had conflicting traffic at 37;000 feet which it vectored away from the confliction.
