Narrative:
While being vectored for the visual approach to 13 in lga we received numerous non standard vectors for headings and altitudes for what the captain and I were used to for the area. During this time we received a traffic alert from approach control for traffic that the on departure from lga. We continued to comply with ATC instructions as we were were vectored back onto downwind for 13. We then received a heading assignment of approximately 250 and ATC called another aircraft 500 feet below us. I read back the new heading assignment and told the controller that we did not have the traffic insight. As we rolled out on the new heading we received an RA of 'do not descend'. The traffic of which we never gained visual of passed 300 feet below us.
