Narrative:
I was working sector 39 radar. ZKC was handing aircraft X to me descending to 24000 feet landing oma. The ZKC controller called me and told me the aircraft was descending to 24000 feet but wanted to descend lower due to weather. He explained that he coordinated with his low altitude sector and they released down to 20000 feet because they had traffic. I told the ZKC controller; 'point out approved'; and explained to him that I would take the hand off; hand off aircraft X at my low altitude sector and forward that aircraft X was approved for descent to 20000 feet. I did as I said; and noticed that 110 feet was put in the data block by the ZMP low altitude sector. The aircraft descended below 20000 feet before crossing the ZMP/ZKC boundary. The controller that was working the ZMP low sector is known as a person who doesn't follow rules. In my opinion he maliciously descended the aircraft without approval from the ZKC controller.
