Narrative:
On climb flow when bringing RPM back to 1050; #1 torque suddenly shot up to 118% and stuck. Reduced power to 96%. Power lever split was greater than 1 inch. Torque surged and dropped toward top and bottom of arc with needle oscillating. Directional control effected. Crew elected to shut down engine and return to [departure airport]. Upon opening the cowling it was discovered by maintenance that a torque cannon plug was unplugged.aircraft was [at another airport] previous night. It is unclear if the engine was worked on or not.
