Narrative:

The autopilot was on climbing thru 30;000 ft. We received an EICAS message flaps primary; followed by speed low. Speed tape was indicating red and yellow with no safety margins. Flaps secondary operations was also indicated showing right mid. Le flaps extension causing the airplane to roll to the right.it took full trust and a few minutes to stabilize the aircraft. Dispatch and [maintenance control] were contacted. After extensive discussions and concurrence from dispatch and [maintenance control]; I made the decision to divert. We dumped 50;000 lbs of fuel to land at 629;000 lbs.
