Narrative:

We were given a clearance to descend to FL280. We asked if we could stay at altitude a little longer to pass the weather before descending. We were then given a new clearance to cross 70 miles south of isaac intersection at FL230. I read the clearance back. We were handed off to new controllers and I checked in with the altitude we were at and the crossing clearance. The radios had a lot of static due to the weather and advised ATC that were could barely hear them several times. We were then given direct to the freeport VOR away from the weather. While descending through FL270 the controller asked what our altitude was. I replied FL270; he then responded back to call mia [after landing] for a possible altitude deviation. He told us that we were only cleared to FL280. I told him negative; our clearance was 70 south of isaac at FL230 from the previous controller. He seemed to be a bit confused at that time. After being given direct to a new waypoint; it alleviated the crossing restriction while descending to the assigned altitude.when we were able on the ground; the captain called mia ATC at the number that they had given us. The captain talked to mr. X. Mr. X stated that I did read back our assigned altitude that we were descending to; FL230; at least 3 times on the ATC tapes and that he needed some information from us for an internal investigation and that we were not at fault.

Title: CL300 First Officer reported being cleared to FL230 with a crossing restriction. The next Controller cleared the crew direct to a different way point and was apparently unaware of the descent clearance and questioned their descent from FL280.
