Narrative:

Routine flight from visalia to bakersfield. After receiving clearance for IFR flight to bfl and completing our normal before takeoff checklist we called fresno approach for our IFR release, which we got, and were told to report airborne. We then changed to the CTAF frequency of 123.0 and broadcast our intentions to depart runway 12 which was the favored runway given the wind conditions. As we taxiied onto the runway we noticed an aircraft on short final (about 1/2 mi out at about 500' acl). I immediately pulled off to the right side of the runway. We asked on the radio if the aircraft on final (small aircraft) saw us. He replied 'yes'. At that point I expected the small aircraft would go around, but he never stated such. My first officer asked 'are you going to land?' and he replied 'roger'. The small aircraft passed over us at about 100' and landed on runway 12. There was a displace threshold so the small aircraft was able to land in the T/D zone. I believe there were errors made by both pilots with the situation created by my neglect to properly check for traffic prior to taking the runway for departure. In my rush to get my flight in the air. I taxiied onto the runway after broadcasting our intentions but did not allow traffic a chance to reply nor did I properly check the final approach course for traffic. Had I not been in such a hurry this would not have happened, extra care and caution needs to be exercised at these uncontrolled airports. I feel the pilot of the small aircraft should have initiated a go around given the situation. Which he did not. I believe his decision to continue the landing was unsafe. I realize that I created the potential for the conflict in the first place, but it could have been avoided by the small aircraft going around.

Title: COMMUTER SMT TAXIIED ONTO THE RWY WITH GA-SMA ON SHORT FINAL. COMMUTER TAXIIED TO SIDE OF THE RWY AND VIA PARTYLINE TALKED TO THE SMA THAT CONTINUED APCH AND LNDG OVER THE COMMUTER.

AS WE TAXIIED ONTO THE RWY WE NOTICED AN ACFT ON SHORT FINAL (ABOUT 1/2 MI OUT AT ABOUT 500' ACL). I IMMEDIATELY PULLED OFF TO THE RIGHT SIDE OF THE RWY. WE ASKED ON THE RADIO IF THE ACFT ON FINAL (SMA) SAW US. HE REPLIED 'YES'. AT THAT POINT I EXPECTED THE SMA WOULD GO AROUND, BUT HE NEVER STATED SUCH. MY F/O ASKED 'ARE YOU GOING TO LAND?' AND HE REPLIED 'ROGER'. THE SMA PASSED OVER US AT ABOUT 100' AND LANDED ON RWY 12. THERE WAS A DISPLACE THRESHOLD SO THE SMA WAS ABLE TO LAND IN THE T/D ZONE. I BELIEVE THERE WERE ERRORS MADE BY BOTH PLTS WITH THE SITUATION CREATED BY MY NEGLECT TO PROPERLY CHK FOR TFC PRIOR TO TAKING THE RWY FOR DEP. IN MY RUSH TO GET MY FLT IN THE AIR. I TAXIIED ONTO THE RWY AFTER BROADCASTING OUR INTENTIONS BUT DID NOT ALLOW TFC A CHANCE TO REPLY NOR DID I PROPERLY CHK THE FINAL APCH COURSE FOR TFC. HAD I NOT BEEN IN SUCH A HURRY THIS WOULD NOT HAVE HAPPENED, EXTRA CARE AND CAUTION NEEDS TO BE EXERCISED AT THESE UNCTLED ARPTS. I FEEL THE PLT OF THE SMA SHOULD HAVE INITIATED A GO AROUND GIVEN THE SITUATION. WHICH HE DID NOT. I BELIEVE HIS DECISION TO CONTINUE THE LNDG WAS UNSAFE. I REALIZE THAT I CREATED THE POTENTIAL FOR THE CONFLICT IN THE FIRST PLACE, BUT IT COULD HAVE BEEN AVOIDED BY THE SMA GOING AROUND.
