Narrative:
Taxiing in to [the gate] in ord when a baggage vehicle appeared to have fouled the safety zone... Again! Complying with the stop obst instruction I was forced to stop the aircraft. The brakes were already hot from the long taxi back from runway 9R and they were 'grabby'--not a smooth stop. Then powering up from the stop directing unnecessary jet blast behind us to get the aircraft rolling again (unnecessary because if we hadn't been forced to stop in the first place...) at some point; someone either on the ground or in the cabin (who should not have but we know people do release their seat belts prior to the sign being extinguished) will be injured for this entirely preventable sequence of events.I want to taxi single engine to save fuel but I believe these threats prevent me from doing so; especially for the powering up into the turn (turning left; left engine operating/right engine shutdown).a [safety] representative came to the flight deck and explained the computer can determine what the problem was and that it was the morning sun reflecting off a water puddle that gave us the stop obst instruction. I am incredulous but open minded... If so then it was coincidental that there was a baggage cart moving from my left to right deep in the safety zone.

Narrative: Taxiing in to [the gate] in ORD when a baggage vehicle appeared to have fouled the safety zone... AGAIN! Complying with the STOP OBST instruction I was forced to stop the aircraft.
