Narrative:

VFR approach to runway 27 savannah, GA. An small aircraft Y ahead of us landed and turned off to the left. We were about 2-3 mi and cleared to land by savannah tower. Just as we were about to T/D, I saw a single engine small aircraft Y on the extreme left side of the runway. I told the captain who immediately banked the aircraft to the right. Raising the left wing which missed small aircraft Y by about 10' to 20'. Talking to the tower supervisor, we found out small aircraft Y had turned off, onto a closed taxiway and apparently came back onto the runway. The tower never saw small aircraft Y, nor did the pilot of small aircraft Y let the tower know, he was taxiing back out on to the active runway. The small aircraft blended into the ground cover, and the windshield post may have caused a blind spot for the captain. Also we were headed into the sun which created [visibility obscuration. Even if no evasive action was taken, we may still have missed small aircraft Y . There was no damage and no one was hurt. The tower supervisor was going to talk to the small aircraft Y pilot and the controller. We took no further action.

Title: CRITICAL GND CONFLICT BETWEEN LNDG ACR MLG AND AN SMA, THAT HAVING JUST PREVIOUSLY LANDED, REENTERED THE RWY WITHOUT PERMISSION.

Narrative: VFR APCH TO RWY 27 SAVANNAH, GA. AN SMA Y AHEAD OF US LANDED AND TURNED OFF TO THE L. WE WERE ABOUT 2-3 MI AND CLRED TO LAND BY SAVANNAH TWR. JUST AS WE WERE ABOUT TO T/D, I SAW A SINGLE ENG SMA Y ON THE EXTREME L SIDE OF THE RWY. I TOLD THE CAPT WHO IMMEDIATELY BANKED THE ACFT TO THE R. RAISING THE L WING WHICH MISSED SMA Y BY ABOUT 10' TO 20'. TALKING TO THE TWR SUPVR, WE FOUND OUT SMA Y HAD TURNED OFF, ONTO A CLOSED TXWY AND APPARENTLY CAME BACK ONTO THE RWY. THE TWR NEVER SAW SMA Y, NOR DID THE PLT OF SMA Y LET THE TWR KNOW, HE WAS TAXIING BACK OUT ON TO THE ACTIVE RWY. THE SMA BLENDED INTO THE GND COVER, AND THE WINDSHIELD POST MAY HAVE CAUSED A BLIND SPOT FOR THE CAPT. ALSO WE WERE HEADED INTO THE SUN WHICH CREATED [VIS OBSCURATION. EVEN IF NO EVASIVE ACTION WAS TAKEN, WE MAY STILL HAVE MISSED SMA Y . THERE WAS NO DAMAGE AND NO ONE WAS HURT. THE TWR SUPVR WAS GOING TO TALK TO THE SMA Y PLT AND THE CTLR. WE TOOK NO FURTHER ACTION.
