Narrative:
Received clearance to descend to MDA on ASR 21 approach by approach control. Descending below overcast noticed red lighted towers passing below left side of aircraft. Seemed closer than would be normal. Approach plate showed tower to be 1459' MSL clearance allowed descent to 1280' MSL before passing obstruction. No DME available for runway 21 for crew to accurately determine location. Must rely only on ATC for sep and vertical navigation. No backup for ATC error.
