Narrative:
I was climbing from 4500' MSL to 8500' MSL as I reported to center and was informed of 'traffic' 1 mi 12:00-1:00? And as I picked up the microphone to respond I looked out to immediately see the other aircraft small aircraft Y pass in the opposite direction. The controller said he was at 6000'. I estimate he was not at 6000' but at approximately 5700' MSL as I showed 5500' MSL. Neither of the pilots had time to react if as in my case the controller informed me of the approaching traffic only seconds before we passed one another. I estimate the distance to be .5 mi or less with our closing rate of over 350 KTS. I believe an accident was avoided only by my practice of climbing or descending off of V arwys with at least 3 DOT to full needle deflection, and not climb directly on an arwy when I am not under IFR flight rules. I believe ZLA should have contacted me much sooner, and remained in control of the other aircraft until after we had passed or had visibility contact, instead of handing him off to vandenburg (which) currently was west/O their radar. In any case ZLA should have either informed me or at least the other airplane which I believe was under IFR control to alter course if he had detected and was watching our radar track.

Title: MNAC BETWEEN TWO GA ACFT NEAR GVO VOR.
Narrative: I WAS CLBING FROM 4500' MSL TO 8500' MSL AS I RPTED TO CENTER AND WAS INFORMED OF 'TFC' 1 MI 12:00-1:00? AND AS I PICKED UP THE MICROPHONE TO RESPOND I LOOKED OUT TO IMMEDIATELY SEE THE OTHER ACFT SMA Y PASS IN THE OPPOSITE DIRECTION. THE CTLR SAID HE WAS AT 6000'. I ESTIMATE HE WAS NOT AT 6000' BUT AT APPROX 5700' MSL AS I SHOWED 5500' MSL. NEITHER OF THE PLTS HAD TIME TO REACT IF AS IN MY CASE THE CTLR INFORMED ME OF THE APCHING TFC ONLY SECS BEFORE WE PASSED ONE ANOTHER. I ESTIMATE THE DISTANCE TO BE .5 MI OR LESS WITH OUR CLOSING RATE OF OVER 350 KTS. IN ANY CASE ZLA SHOULD HAVE EITHER INFORMED ME OR AT LEAST THE OTHER AIRPLANE WHICH I BELIEVE WAS UNDER IFR CTL TO ALTER COURSE IF HE HAD DETECTED AND WAS WATCHING OUR RADAR TRACK.
