Narrative:
While aircraft X taxied for takeoff from the ramp; the combination of ground fog and windshield condensation resulted in limited visibility from the cockpit. Ground instructed aircraft X to follow a [two other aircraft ahead]. A delay for the movement of a ramp vehicle to ensure sufficient taxi clearance; aircraft X lost sight of the [aircraft following]. Shortly thereafter; aircraft X stopped taxiing near the intersection of taxiways left & north and asked ground for progressive taxi instructions. Ground initially responded that he could not see aircraft X due to the fog but then stated he could see the [wing] strobe lights and instructed aircraft X to taxi via left; north; P & bravo and to cross runway 4/22. Aircraft X continued to taxi (while awaiting an amended IFR clearance) utilizing a combination of its maxviz 600 enhanced vision camera system; garmin G600 safe taxi (alternating as both utilize the same display. Note that the pilot and copilot ipads' garmin pilot airport chart presentation did not display the aircraft X position); and limited visibility through the open pilot & co-pilot side pilot windows to maintain centerline position on the taxiways. Aircraft X proceed to taxi on left; north; P & B. While on taxiway B between intersections P&a ground provided aircraft X its revised ATC IFR clearance. Apparently at the intersection of taxiways B & a; aircraft X crew was distracted by receiving the ATC revised clearance and /or confused and with the limited visibility aircraft X followed the taxiway centerline unknowingly onto taxiway a and continued across runway 13/31 believing that it was runway 4/22 at which time [one of the aircraft following]; taking off on runway 13; past behind and above aircraft X. At this point aircraft X stopped on taxiway a and again requested ground for progressive taxi. Ground requested aircraft X's position to which aircraft X responded that it was on taxiway a and ground responded 'what are you doing there; that is a closed taxiway' or words to that effect. Ground then instructed aircraft X 'to taxi southbound on a; across runway 13/31 and right on B to runway 13' or words to that effect. Aircraft X then turned around on taxiway a and taxied to runway 13 via a/B and departed on runway 13.
