Narrative:
Please remind aviators using your airport facility of a serious hazard to flight resulting from airspace violation of restr areas just west of tracy. Private aircraft have been overflying restr areas R2531A and R2531B below the restr flight altitudes. These restr areas are over the lawrence livermore national laboratory's site 300, which performs explosives research and tests for the department of energy. Besides a violation of FAA rules, these intrusions expose aviators and their passenger to extreme hazard from high velocity metal fragments generated by explosives test being conducted below. The restr areas mentioned above allow no penetrations up to 4000' (mean sea level), mon-fri, 1800-0450Z. Occasionally the restrictions are continued past these times and into the weekend with notification of stockton tower/TRACON, the livermore tower and the filing of NOTAMS. Although there have been fewer penetrations of restr areas R2531A and R2531B, there have been several airspace violations involving light aircraft. Fortunately, no damage to aircraft or injuries to personnel have occurred, even though explosives tests were scheduled to be fired just mins before or after some of these penetrations. The FAA enforcement staff has strongly recommended that tail #'south be recorded and submitted to the FAA for disciplinary action. Unfortunately, this is difficult to accomplish. Again, please help us to get the word out to your aviators, fixed base operators and transients to help prevent a potential tragedy.

Narrative: PLEASE REMIND AVIATORS USING YOUR ARPT FAC OF A SERIOUS HAZARD TO FLT RESULTING FROM AIRSPACE VIOLATION OF RESTR AREAS JUST W OF TRACY. PVT ACFT HAVE BEEN OVERFLYING RESTR AREAS R2531A AND R2531B BELOW THE RESTR FLT ALTS. THESE RESTR AREAS ARE OVER THE LAWRENCE LIVERMORE NATL LABORATORY'S SITE 300, WHICH PERFORMS EXPLOSIVES RESEARCH AND TESTS FOR THE DEPT OF ENERGY.
