Narrative:
On visibility approach to runway 8 at lns, the tower controller cleared an aircraft for takeoff while I was on a 1/4 mi final approach to the same runway. A balked landing was initiated at which time the time controller stated that our assigned runway was runway 13, not runway 8. After landing, the tower asked if I would call them on the phone. During the phone conversation, tower supervisor seemed confused as to why I was unable to accept runway 13 for landing. I advised him that runway 13 was never assigned. Harrisburg approach cleared me for the visibility approach, runway 8, at lancaster. On my first to the lancaster tower,I advised that I was on the visibility approach to runway 8 and was then told (by tower) to make a 'wide base' for runway 8 and to report a 3 mi final approach. Due to frequency congestion, I reported a 2 1/2 mi final for runway 8 and was told to continue. The balked landing was initiated on a 1/4 mi final.

Title: SMA ON ONE-QUARTER MILE FINAL VISUAL APCH DOES GO AROUND AS SECOND ACFT IS CLEARED FOR TKOF.
Narrative: ON VIS APCH TO RWY 8 AT LNS, THE TWR CTLR CLRED AN ACFT FOR TKOF WHILE I WAS ON A 1/4 MI FINAL APCH TO THE SAME RWY. A BALKED LNDG WAS INITIATED AT WHICH TIME THE TIME CTLR STATED THAT OUR ASSIGNED RWY WAS RWY 13, NOT RWY 8. AFTER LNDG, THE TWR ASKED IF I WOULD CALL THEM ON THE PHONE. DURING THE PHONE CONVERSATION, TWR SUPVR SEEMED CONFUSED AS TO WHY I WAS UNABLE TO ACCEPT RWY 13 FOR LNDG. I ADVISED HIM THAT RWY 13 WAS NEVER ASSIGNED.
