Narrative:
Departed hgr IFR climbing direct to hgr VOR to 5000' with ZDC 134.15. Upon reaching hgr VOR we were handed off to dulles approach 126.1. Upon reaching 5000' and before reporting level at 5000', we experienced moderate to severe turbulence and wind shear with vsi indication at 1500-2000 FPM descent rate with full power and pitch attitude to vy airspeed 76 KTS. We lost 500' within 10-15 seconds and experienced 40-50 degree banks. I then took control of the aircraft from my student and reported to dulles approach unable to maintain altitude and request lower. Dulles approach approved lower to 4000'. We then requested to return to hgr and a turn to the east for cell avoidance. This was approved and we were handed off to ZDC. We requested localizer approach to hgr. We were given radar vectors to intercept the localizer. During this time we were able to maintain 4000' and the ride smoothed out. We then shot the localizer 27 approach to hgr and landed safely. After I got the aircraft under control and we had switched from dulles approach to ZDC I reported moderate to severe turbulence south of the hgr VOR. A PIREP was issued to FSS by center.

Title: CFI AND STUDENT ON AN INS TRAINING FLT IN IFR CONDITIONS ENCOUNTER UNFORECAST SEVERE TURB AT 5000' WHILE CLIMBING OUT OF HGR.
Narrative: DEPARTED HGR IFR CLBING DIRECT TO HGR VOR TO 5000' WITH ZDC 134.15. UPON REACHING HGR VOR WE WERE HANDED OFF TO DULLES APCH 126.1. UPON REACHING 5000' AND BEFORE RPTING LEVEL AT 5000', WE EXPERIENCED MODERATE TO SEVERE TURB AND WIND SHEAR WITH VSI INDICATION AT 1500-2000 FPM DSCNT RATE WITH FULL PWR AND PITCH ATTITUDE TO VY AIRSPD 76 KTS.
