Title: Air Carrier Captain reported there is an unlighted tower SE of RDG on the approach path to Runway 31; which does not have an instrument approach. A Notam for the lighting outage existed at the time.
Narrative: Unlit towers east/southeast of RDG. This causes safety concerns if due to winds landing on Runway 31 is necessary. Towers are three to four miles east of the airport; aligned with the final approach course. All arrivals are scheduled in after dark.
