Narrative:

While on radar vector to a visual approach to msn 18, we noticed a departure off runway 36 msn. As the departure aircraft turned to its assigned heading, which was in our general direction. We had already started a turn to avoid a conflict when msn approach issued us an 'immediate turn' clearance as well as for the departure aircraft. The controller was very upset about the error as evidenced by the tone of her voice. We believe the error is with msn approach/departure. We were simply on a heading for a visibility to 18. Msn departure released a departure on 36 with a departure heading that put it in conflict with us. Approach later apologized for their error.

Title: TWR CTLR AT MSN CLEARS MLG FOR TKOF RWY 36 WHILE ANOTHER ACR MLG WAS MAKING A VISUAL APCH TO RWY 18. DEPARTING ACFT'S INITIAL TURN HAD IT HEADING TOWARD ARRIVING ACFT.

Narrative: WHILE ON RADAR VECTOR TO A VISUAL APCH TO MSN 18, WE NOTICED A DEP OFF RWY 36 MSN. AS THE DEP ACFT TURNED TO ITS ASSIGNED HDG, WHICH WAS IN OUR GENERAL DIRECTION. WE HAD ALREADY STARTED A TURN TO AVOID A CONFLICT WHEN MSN APCH ISSUED US AN 'IMMEDIATE TURN' CLRNC AS WELL AS FOR THE DEP ACFT. THE CTLR WAS VERY UPSET ABOUT THE ERROR AS EVIDENCED BY THE TONE OF HER VOICE. WE BELIEVE THE ERROR IS WITH MSN APCH/DEP. WE WERE SIMPLY ON A HDG FOR A VIS TO 18. MSN DEP RELEASED A DEP ON 36 WITH A DEP HDG THAT PUT IT IN CONFLICT WITH US. APCH LATER APOLOGIZED FOR THEIR ERROR.
