Narrative:

It is company procedure to give an announcement 10 mins prior to landing to the F/a's to have them prepare the cabin for landing. Then at the time the landing gear is lowered and the final landing checklist is accomplished it is procedure for the PNF to give a 3 bell signal in order to warn the F/a's that landing is imminent. The evening of 3/tue/90, the 10 min announcement was made, but the 3 bell signal was not given. As a result, the F/a's did not realize we were landing and were standing in the aisles upon T/D. Fortunately it was a smooth landing and I did not use aggressive reverse and braking as we were using a long runway, so no one was injured. I feel there were several contributing factors to this event: I am a new captain, new to the medium large transport. I had a brand new first officer (his first trip) and the F/a's were all brand new. I was flying the aircraft, but should have been monitoring more closely the first officer's duties. I do not feel it is a safe procedure to pair new captain's with new first officer's, but it happens frequently. I recently flew with 3 new (first trip) first officer's in a 1 week period. Also, the F/a's, if more experienced, perhaps may have noticed landing was imminent (even west/O the 3 bell signal) by the noise produced by the operation of the flaps and landing gear.
