Narrative:
During pushback the captain informed dispatch of a cargo door problem. As the dispatcher was communicating with the crew and getting ready to post a maintenance delay; station operations posted a delay. This is a possible of violation of operational control fars. There are too many users who are able to post delays and not communicate with the dispatcher. The dispatcher should be the only one responsible for delaying flights or approval must be granted by the dispatcher of that specific flight. Letting users/stations besides dispatch arbitrarily delay flights could result in safety of flight and flight legality issues. Lack of policies and procedures at our airline.[suggest] policies created and communicated to operations/dispatch and the stations on the handling of delays/posting delay. Need a better and faster way to communicate between station operations and the dispatcher of a flight i.e. Some type of communication software solution.
