Narrative:
Began descent for landing to alb. Was given level-off at FL230 and told alb was closed and to state intentions. Captain was given btv as our alternate. We were then cleared direct btv. I asked the captain to select 117.5 in both the #1 and #2 VOR heads and we had immediate signal lock and DME, at which time we proceeded to track the VOR. After completing a left turn of approximately 120 degrees we were told to come right to 020 degrees as we had been tracking abe, which has the same frequency as btv. Due to moderate to severe turbulence and heavy cockpit workload along with very little east coast experience, we did not detect the error. Supplemental information from acn 140357: I believe that this problem could have been avoided if I had stayed with the first officer until we were both sure that we were tracking the correct course and then left to do my off-center radio work.
