Narrative:
Small aircraft X inbound from the west called after transiting air traffic area from the west. The initial call was inside air traffic area. As soon as small aircraft X called he was issued small aircraft Y traffic inbound on the ILS approach in VFR conditions. At that time small aircraft Y reported the river (3 mi final) with small aircraft X traffic in sight. Apparently small aircraft X traffic was descending on top of small aircraft Y. Both aircraft came within 150' of each other according to the small aircraft Y. A pilot deviation is being filed for entering of the air traffic area and as far as I know, not for the near miss as of now.

Title: SMA ENTERED THE ATA WITHOUT AUTHORIZATION AND CONFLICTED WITH AN ACFT ON ILS APCH.
Narrative: SMA X INBND FROM THE W CALLED AFTER TRANSITING ATA FROM THE W. THE INITIAL CALL WAS INSIDE ATA. AS SOON AS SMA X CALLED HE WAS ISSUED SMA Y TFC INBND ON THE ILS APCH IN VFR CONDITIONS. AT THAT TIME SMA Y REPORTED THE RIVER (3 MI FINAL) WITH SMA X TFC IN SIGHT. APPARENTLY SMA X TFC WAS DESCENDING ON TOP OF SMA Y. BOTH ACFT CAME WITHIN 150' OF EACH OTHER ACCORDING TO THE SMA Y. A PLT DEVIATION IS BEING FILED FOR ENTERING OF THE ATA AND AS FAR AS I KNOW, NOT FOR THE NEAR MISS AS OF NOW.
