Pilot changed fuel tanks. Fuel valve failed to lock into position on selected fuel tank; engine lost power and subsequent total loss of power. Pilot chose to fly the aircraft to an off airport landing onto [a] county road. Pilot was the only soul on board. No injuries and zero damage to the aircraft.
