Narrative:
[Maintenance flight] attempting to conduct an entire flight inspection mission that included opposite direction approaches and closing down our main runway during an inbound push. This adds complexity to working traffic and increases the chances for an error without need. This needs to stop before something happens; and [the maintenance flight] is unwilling to work with air traffic when we suggest a time frame early in the morning that will guarantee them no conflicts with peak volume times.[maintenance flights] need to be willing to conduct operations of this magnitude in a time frame where safety of the flying public and efficiency to the users will not be compromised.
