Narrative:
Departed cle in aircraft xx (light transport) for det at XA15 -- flight # XXXX. The #1 navigation was MEL, so the flight was limited to VFR only. About 20 NM north of cleveland, the #2 navigation went inoperative. (Tried to tune in akron, dryer vors, as well as the localizer for 5R at hopkins). All flags appeared red except the localizer flag appeared green about 1 min after turning it in. The WX was 4200 overcast at cleveland but clear to partly cloudy to the north and east. We climbed to 8000' (remaining VFR at all times). At that point we elected to return to cleveland and received radar vectors back for the visual to 5R at hopkins. I believe that for air carrier operations, being limited to VFR with 1 navigation inoperative should not be allowed.

Narrative: DEPARTED CLE IN ACFT XX (LTT) FOR DET AT XA15 -- FLT # XXXX. THE #1 NAV WAS MEL, SO THE FLT WAS LIMITED TO VFR ONLY. ABOUT 20 NM N OF CLEVELAND, THE #2 NAV WENT INOPERATIVE. (TRIED TO TUNE IN AKRON, DRYER VORS, AS WELL AS THE LOC FOR 5R AT HOPKINS). ALL FLAGS APPEARED RED EXCEPT THE LOC FLAG APPEARED GREEN ABOUT 1 MIN AFTER TURNING IT IN. THE WX WAS 4200 OVERCAST AT CLEVELAND BUT CLEAR TO PARTLY CLOUDY TO THE N AND E. WE CLIMBED TO 8000' (REMAINING VFR AT ALL TIMES). AT THAT POINT WE ELECTED TO RETURN TO CLEVELAND AND RECEIVED RADAR VECTORS BACK FOR THE VISUAL TO 5R AT HOPKINS. I BELIEVE THAT FOR AIR CARRIER OPERATIONS, BEING LIMITED TO VFR WITH 1 NAV INOPERATIVE SHOULD NOT BE ALLOWED.
