Narrative:
We aborted the takeoff. The before takeoff flow was done followed by the checklist. The flight controls were tested and gust lock was unlocked. Apparently it was still not fully extended. We decided to abort the takeoff and exit on nearest taxiway.during the before takeoff flow we pulled the gust lock switch to unlock it. Doing the before takeoff checklist we just took a glance at it without putting a hand on it again. Pull the gust lock switch several times until it is fully extended.
