Narrative:
While helping maintenance troubleshoot a rudder hydraulic issue we noticed a lack of communication between maintenance on the phone and the contract maintenance person. The tests we observed were very sloppily run. Refused an evaluation flight until the tests were done correctly. First officer (first officer); contract maintenance and myself redid the test in slower fashion with one person reading the test and the other two performing the test. The test failed. This was either not apparent from the first time the test was done or not relayed to the first officer and myself. Was then asked to ferry. Refused the ferry. No maintenance had been accomplished to my understanding except the test in cockpit. [Suggest] better and slower communication. Telling the flight crew the result of the test so they can make an informed decision about whether or not to take the plane airborne.
