Narrative:
When I received clearance at mmu I was told to expect 7000' 5 mins after departure. After departing mmu and climbing en route towards brezy intersection I was cleared to 6000'. After being vectored at this altitude the controller cleared me to intercept the 217 degree right of the kingston VOR to brezy intersection than cleared me as filed and handed me off to another controller. I thought out, 'loud cleared as filed', stated to my passenger, also an instrument rated pilot, 'I am cleared to 7000', correct?' to which he replied affirmatively and I started my climb to my assigned altitude. When I contacted the new controller I stated something to the effect that I was at 6.3 climbing to 7000'. He came back after a min and questioned my altitude saying I had not been cleared to 7000'. I came back that I was cleared as filed and that to me this meant my expected en route altitude of 7000'. He did not seem pleased, but did not send me back to 6000' either. Callback conversation with reporter revealed the following information. Reporter states he checked with two cfii's who both agree with his interpretation of 'cleared as filed'. No follow up by FAA. Analyst counseled and referred to aim.
