Narrative:
Called from flight data to work radar controllers assist position. Within 20 seconds of signing in 2 other controllers alert us that 2 aircraft are converging at 3000 feet. I advised the radar controller. No descents issued-just vectors. Aircraft were the closest I have seen two IFR aircraft in many years. Newly certified controller. Many other controllers say this particular controller runs airplanes in this fashion all the time. My hope is that this controller uses atsap. While I have not alerted management yet; I plan to. More active on the spot correction is needed. That is absent from this facility any more due to the questionable control competency of the front line management staff.

Title: SCT Controller reported observing the Radar Controller take insufficient action to avoid a confliction between two aircraft.
