Narrative:
We pushed off [the] gate in bwi and were cleared to taxi to runway 15R via 'tango; hotel; papa'. As we approached taxiway hotel and began a left turn to transition to papa; I looked over my left shoulder to clear the way and saw an rj (regional jet) on taxiway papa taxiing very fast and on a collision course with our aircraft. As I braked to a stop; I could see them stop very abruptly and his nose strut compress. They were obviously surprised by us as well. We queried ground about who was to go first and ground responded somewhat casually for us to taxi via tango; hotel and papa - almost like he was unaware of the conflict. Neither of us recall ground issuing a hold-short nor give-way clearance when we taxied and ground did not issue a 'follow the rj' clearance either. I think they either expected us to beat him by a wide margin or he would be at the runway first. The rj followed us to the runway and we never heard them make a comment on the radio so they may have already switched themselves over to tower. We were not taxiing fast and were not feeling rushed. Ground could have made us aware of the other traffic and/or issued proper taxi and deconfliction instructions.

Title: B737 flight crew reported they had to slam on the brakes to avoid a collision with a regional jet taxiing out at BWI.
Narrative: We pushed off [the] gate in BWI and were cleared to taxi to Runway 15R via 'Tango; Hotel; Papa'. As we approached taxiway Hotel and began a left turn to transition to Papa; I looked over my left shoulder to clear the way and saw an RJ (Regional Jet) on taxiway Papa taxiing VERY fast and on a collision course with our aircraft.
