Narrative:
I was reviewing emails and found an email from my boss indicating that a non-certificated engineer had been performing troubleshooting on a seat. Apparently the non-certificated engineer had not documented his maintenance activity in the aircraft maintenance record. The email requested me to document the work the engineer had performed. I believe this is a violation of the fars in that non-certificated persons should not be performing maintenance on aircraft. Furthermore I believe it is a violation of company policy for a person to perform maintenance without documenting the work themselves. (Had he documented it there would have been no need for somebody else to document the work for him.) additionally I could not find a training record for [him] indicating that he was qualified or trained to work on that aircraft type (787) or any other aircraft type for that matter.the company allows non-certificated engineers to perform hands-on troubleshooting. Don't allow non-certificated engineers to perform hands-on troubleshooting.
